Everything should now be configured at runtime, with the exception of
the `Pleroma.HTML` scrubbers (the scrubbers used can be
changed at runtime, but their configuration is compile-time) because
it's building a module with a macro.

mrf simple: add accept lists
...
accept lists supplement reject lists by requiring that any message accepted by contained
by the accept list.
in other words, this functionality can be used to implement instances similar to
awoo.space.
